A national skills agency faced a critical challenge. Employers required talent capable of adapting to rapidly evolving technologies, while workers needed credible proof that their skills were current and verifiable in a digital economy. One agency director framed the urgency: “How do we give people a fair shot when what matters keeps evolving, and how do we know their skills are genuine in a digital world?”
The stakes were significant. Without robust validation, workers would face uncertainty about their competitiveness, employers would struggle to identify qualified talent, and labor market efficiency would decline. Research indicates that 54 percent of employers report difficulty in verifying candidate skills, resulting in slower hiring and misaligned workforce deployment (World Economic Forum, 2023).
Legacy certification systems proved insufficient for these challenges. Leadership recognized the need for a fundamentally new approach. They engaged HumAInity Works to design a skills validation system built on trust, transparency, and scalability.

A 2022 OECD report emphasized that digital credentials are effective only when verification is secure, transparent, and interoperable across institutions and employers. Weak validation mechanisms erode trust and reduce adoption. The agency’s objective was to establish a unified, reliable framework for validating skills while integrating technology with human-centered design to support employers, candidates, and educational institutions.
The transformation followed a multi-stakeholder, technology-enabled approach:
Co-creation was central to the initiative. Candidates, educators, and hiring managers were actively engaged in testing workflows and providing feedback, ensuring adoption, usability, and trust.
The project produced a national Trusted Skills Pass system with measurable benefits:
